I believe the idea was to keep it in a similar location to where those options are in the old version of the page, as well as to group it with the field it immediately affects.

I checked with Denise and the change to the tags field was because a significant number of people were giving the feedback that they wanted some kind of tag validation at the time of entering the tag because they had too many tags created by accident by typos and managing/merging the typo tags was a pain in the neck
