#289: access groups don't work

Users are currently unable to create access groups - no users are able to be added and the group cannot be saved.

ETA 2/20 - users are able to create groups and they should be filtering correctly. Needs testing.

ETA 2/24 - appears to work (need some documentation on naming conventions, and can't delete groups, etc)

Should now be fixed and live, with some important caveats (see bug comments)

Creating and posting definitely work - I just made a 'my openID filter only' filter and tested it.
